A: 37 weeks is "full term". Any week after is even better as far as development but 37 is usually a safe week for delivery. As far as brain development, your baby's brain isn't really done growing for about 18 years after birth because the brain is constantly growing nerve connections and containing new information. The first few years are the most essential though because your baby will absorb information the best. They will learn how to talk, walk, eat foods, read, etc during this time. Around 18 is when the brain starts to slow down the production of nerve connections containing so much information unless you are very bright and keep them going by learning new things and reading.
